The BCCI virtually told the Lodha panel on Sa turday that it would not be able to implement Supreme Court-directed reforms in cricket administration because of the resistance from state associations. The BCCI said all its efforts, including stoppage of funds, have failed to make its member associations fall in line, pass resolution to implement the reforms, and file an affidavit.
