Woman claims AAP man, MLA’s kin raped her

NEW DELHI: A 24-year-old woman has filed an FIR, alleging that she was raped by an AAP member and his friend who claimed to be a relative of an AAP MLA.

The woman said in her complaint that this AAP member had befriended her during a party event at Ramlila Maidan on November 5 and given an impression that he was a party biggie. When she told him that she wanted to join the party and contest elections, he asked her to meet him outside his office at Rohini Sector 3. He came in a car to pick her up, she said.

In the car, he started touching her inappropriately. When she objected, he told her that for a career in politics, she had to sacrifice something. When she demanded a ticket, he took her to a Connaught Place hotel. There, he allegedly forced himself on her and also filmed the act. He then told her that she would have to sleep with a friend — the one who claimed to be a relative of an AAP MLA.
The next day, he brought this other person to her flat who then raped her. She again asked for a ticket and the AAP leader again called her to a hotel where he raped her once again.

She then filed a complaint at the Rohini police station. "We have registered a case and the men will be called in for questioning. It's being investigated on priority," said DCP (outer) M N Tiwari.

When AAP officials were questioned about it, they said the man was not a party member. "The case appears false. But since an FIR has been registered, let us wait for the law to take its course," said a party spokesperson.

Meanwhile, the woman was taken for medical examination and produced before a magistrate on Tuesday to record her statement.

36 arrested, fined Rs 5k for drinking in public

In a first, 36 people were arrested for consuming liquor in public places across the city on Sunday and fined Rs 5,000 each. Deputy chief minister Manish Sisodia said that the excise department had launched a drive during which the arrests were made.
“Action has been initiated against the offenders under Section 40 of the Delhi Excise Act and they were handed over to Delhi Police for further action,“ he said.
Officials said that 10 teams from the excise department had gone across the capital and arrested the people who were found consuming liquor in cars or on roads. They were also slapped with a fine of Rs 5,000 and were later produced in the court. The arrests were made from Deshbandhu Gupta Road, Auto Market Zamroodpur, Janakpuri District Centre, Vasant Vihar, PVR complex Vikaspuri, Pitampura, Kushal Cinema Jahangirpuri, near Rakjokri flyover, Sabzi Mandi, Kasturba Nagar, Shastri Park, Sonia Vihar Pushta, IP Estate, Nehru Place, Ranhola and Mangolpuri.
“We were aided in this effort by 17 police stations. The intention of the government is not to send people to jail but to provide a deterrent against this growing menace of consumption of liquor in the open and public places,“ Sisodia added.
The government has also written to the Delhi high court, seeking permission to introduce mobile magistrates who will be authorised to fine and punish violators at the place of the offence itself. This will save time and inconvenience to the excise department and police.
About 10 days ago, the AAP government had announced a detailed action plan to crack down on illegal consumption of liquor and violation of the Excise Act. For a week, it carried out an awareness drive, threatening strict action subsequently . Now, if anyone is caught drinking publicly , he or she will be liable to pay a fine of Rs 5,000. If someone creates nuisance in public, the fine will be increased to Rs 10,000 and the accused will face arrest.
Earlier, Swaraj Abhiyan, a party comprising former AAP members, had started a drive against the government for allegedly allowing the opening of liquor vends across the city. It claimed that the government was promoting alcoholism in the capital.
While announcing the arrests, Sisodia further said: “Open consumption of liquor creates public nuisance and impacts business and society at large. There are zones in the city where women and children feel unsafe because of this menace.“

AP court lets acid attacker walk free after 1-month jail

Exhibiting lack of sensitivity towards acid attack victims and in complete disregard for the Supreme Court's consistent rulings to severely punish jilted lovers who use acid against girls, the Andhra Pradesh High Court has allowed an acid attack case convict to walk free after just one month in jail.Attacked with acid in 2003 by one G Eswara Rao for declining his marriage proposal, an indelibly scarred woman went through gruelling court proceedings in the trial court and high court for 13 years only to realize that the convict would walk free as he had undergone one month imprisonment.
The state had appealed against the trial court verdict to impose only one year sentence on Rao. After the HC did not entertain the state's appeal and, in fact, took into account the convict's plea to reduce his sentence to the period already undergone, the state gave up and did not appeal against the HC order in the SC.
Now, she has moved the SC through advocate Aparna Bhat and expressed shock and dismay at the lenient sentence imposed by the HC on Rao, who was convicted by the trial court in 2007.
After the Nirbhaya gang rape-cum-murder case, Parliament in 2013 had amended the criminal law to provide for stringent punishment for crimes against woman. Section 326A of the IPC made acid attack on woman punishable with a minimum of 10 years imprisonment and mandated the convict to bear the expenses of treatment of the victim.
The SC had time and again reiterated the need for just punishment in heinous crimes. Surprisingly , here, the trial court as well as the HC agreed that mere pouring of acid could not take away the life of a person and acquitted Rao of attempt to murder charge.
The woman has sought enhancement of punishment on the convict.

Replacing cash will be a logistical nightmare

Notes worth Rs 13.6L cr will need to be withdrawn
Given that the total value of currency in circulation is Rs 17 lakh crore -with around 80% of that in high value currency -banks will have to withdraw over Rs 13.6 lakh crore of currency from the public which could lead to a logistic nightmare.Bankers are still trying to figure out how to handle the flood of currency that will float into their branches in the remaining days of the week. Many banks have drawn up plans to order note counting machines. SBI plans to use its large network of cash deposit machines to full capacity to handle the notes.
The biggest fear is that ATMs, which see less than 150 transactions a day could see their load go up manifold, requiring banks to replenish them multiple times. There are 2.15 lakh ATMs in India but since cash can be transported only with armed gu ards there are less than 10000 cash vans. This could cause a problem in refilling ATMs with Rs 100 and Rs 50 notes which are the only legal tender that can be used in the ATMs until the new Rs 2,000 notes are printed.
“There is a large stash of Rs 100 and Rs 50 notes with RBI. However, low value notes would mean an increase in the number of transactions,“ said Mani Mamallan, founder md of Electronic Payment and Services which manages ATMs for many public sector banks. At present customers are allowed only five free ATM transactions in a month inurban areas.
Executives at ICICI Bank, HDFC and Axis Bank said that they are planning to freeze the ATM network tonight at 11.55 PM. Everyday the perday cash limits of Rs 30,000Rs 35,000 on debit cards are reset at 11.50 PM. Tonight, banks are planning to freeze the network and have already alerted switch operators.Cash refilling companies, which load cash at ATMs during normal business hours, have been instructed by some private banks to return cash loads at certain branches to be kept open tonight.
“We have to reconfigure our systems. If you notice the average ATM dispensation slot --it is about 34th of an inch. Now per transaction if a person were to withdraw Rs 10,000, the ATM will not be able to push out 1000 notes of Rs 100 denomination at one go.ATM transaction limits will have to be set much lower,“ said a HDFC Bank executive.
“About Rs 25,000 crore is in circulation in India in the ATM network now only 30% of that is Rs 100 denominations. More than 50% of notes disbursed are in Rs 500 denominations and the remainder in Rs 1,000 notes. It will be a logistical problem to handle the per day ATM cash needs of India for sometime going forward. We are awaiting RBI's response,“ said a top official at ICICI.

DU professor accused of murder, cries conspiracy

Raipur:

Nandini Sundar, 2 Others Booked For Killing Of Bastar Tribal JNU informing them that they were starting an inquiry against the professors.According to Vimla's complaint, armed Maoists had dragged Baghel out of his home on Friday night.
When she pleaded with the Maoists to spare her husband, rebel commander Raju referred to Sundar's visit, she said.
"Raju pointed out that not only did Baghel form an anti-Maoist group, he also refused to heed the advice of Sundar and the others to support Maoists. He then ordered an aide to slit my husband's throat after beating him brutally . The Maoists said they would kill anyone who dared stand against them. They fired in the air before leaving," Vimla alleged in her complaint.
Baghel's murder triggered anger in the village. The couple's first child had been born only a few weeks ago. Bastar IG S R P Kalluri and the SPs of Sukma, Bastar and Dantewada attended the cremation. On Sunday , villagers took out a protest march against Maoists and blocked National Highway 30 for two hours.
Sundar has been campaigning against alleged human rights violations in Bastar and has moved the Supreme Court on many issues, including one that led to the disbanding of the anti-Naxalite Salwa Judum.
Delhi University professor and rights activist Nandini Sundar, who is named as an accused in the Maoist killing of a Bastar tribal, said on Tuesday the charges were “absurd“ and a conspiracy by police.JNU professor Archana Prasad and CPM Chhattisgarh state secretary Sanjay Parate face the same charges as Sundar -murder, rioting and violations under the Arms Act.
Police say they have booked Sundar and the others on the basis of a complaint from the widow of anti-Maoist campaigner Samnath Baghel, who was murdered brutally in public on Friday night. Baghel had founded an anti-rebel group named “Tangiya Gang“ (Axe Gang) and had complained to police that Sundar and her group were inciting villagers to support the Maoists.
About a fortnight ago, some Bastar policemen had burnt effigies of Sundar and other rights activists after the CBI indicted a few police personnel for rights violations in the insurgency hotbed.
Baghel's widow Vimla had filed an FIR at Tongpal police station on Saturday alleging that Sundar, Prasad, Parate and Vineet Tiwari, from Delhi's Joshi Adhikar Sansthan, “in association with Maoists“, were responsible for the murder, said Bastar SP R N Dash. “Since the charges are serious, an investigation has been initiated and severe action will be taken against the accused,“ the SP warned.
Sundar said the charges were a “conspiracy by Chhattisgarh police“ to intimidate those campaigning against human rights violations in Bastar. “I have not been to that region for five months. The charges are absurd,“ Sundar said via Skype as she is out of the country . “Police are trying to implicate me and others in false cases. I will seek legal advice. After the CBI indictment of the police, cops in all seven districts of Bastar burnt my effigy in public. It was organised under the patronage of Bastar inspector general of police S R P Kalluri,“ she alleged. The Bastar SP , however, said Sundar had visited Kumakoleng and Nama villages on May 14 as “Richa Keshav“, a false name, along with Archana, Tiwari and Parate. “Sundar and her aides asked villagers to dissolve the Tangiya group and support the Maoists instead of the government. In a threatening tone, locals were asked... to inform rebels about police movements. Locals told us, in a written complaint, that they were threatened that their houses would be set on fire if they did not support the rebels,“ SP Dash said.
“Since then Baghel was consistently getting threats from rebels,“ says the complaint

by Vimla (TOI has a copy of the complaint). Earlier, too, Baghel and some others had written to police that Sundar and her aides were seeking the villagers' support for Maoists. Bastar police then wrote to the vice-chancellors of Delhi University and

ATMs run dry as people rush to draw Rs 100 notes

There were serpentine queues at ATMs and pet rol pumps at cities across the country as anxious people rushed to get Rs 100 denomination notes and get rid of their 500 and 1,000 rupee bills soon after PM Narendra Modi's address to the nation.
There was a mad rush at ATM kiosks with people trying desperately for Rs 100 notes. While some were lucky to get Rs 100 notes for amounts such as Rs 400, others were declined by machines which only had Rs 500 notes. Most ATMs ran out of Rs 100 notes within hours. Many shopkeepers stopped taking higher notes soon after Modi's address. Though hospitals and chemist shops were asked not to refuse the high currency notes, there was chaos at hospitals in Lucknow, where attendants ran from one medical shop to another as they refused to accept the currency. A major toll booth operator in Mumbai said the bo oths had decided to accept these notes till Wednesday as “we are waiting for a clarity from the RBI as to whether we should stop accepting notes to force commuters to get them exchanged at banks or we should accept the currency from commuters and deposit them with the banks“. Over two lakh motorists cross toll booths at Vashi, Mulund, Bhandup, Airoli, Dahisar, Sea Link and expressway every day .
But the two-day deadline for petrol pumps notwithstanding, there were logistical problems. “We are running short of change and will have to refuse higher denomination notes. But people are quarrelling and the situation might get out of hand soon,“ said Dr Sharavan Rao, manager of Panjagutta petrol pump in Hyderabad.
While petrol pumps and toll booths accepted Rs 500 and Rs 1000 notes, the instructions were clear at some eateries and cinema halls. “We will turn down customers who come in with Rs 500 or Rs 1000 cash. We are strictly insisting on credit card payment or online booking,'' said the cashier at Hotel Zaffran in south Mumbai.
At Sterling Cinema in Mumbai, the booking staff said: “We have been instructed not to accept the banned notes and we will not issue tickets, come what may .“
In Ahmedabad, people sought cops' intervention as the currency notes became invalid almost three hours before the midnight deadline set by Modi.In Chennai, cops had to be deployed at ATMs to manage crowds. “We have received several calls on our helpline number 100 complaining about establishments, mainly petrol pumps and retailers, not accepting currency notes of Rs 500 and Rs 1,000,“ DCP (control room) Balram Meena told TOI.Some food joints had put up a board saying “Rs 500-1000 notes not accepted“ on Tuesday evening itself.
In UP , DGP Javeed Ahmed had directed police chiefs to talk to traders' associations and petrol pump owners and provide adequate security to ensure that law and order was maintained. He said special emphasis should be given in rural areas where people are yet not aware of the decision.
Migrant workers like Irfan, who sells toys in Mumbai, was heartbroken as he had dispatched his monthly savings of Rs 3,000, all in Rs 500 notes to his family in UP through a boy who will reach his village on Wednesday . “It will be of no use to my family as they hardly go to bank and totally depend on the cash sent by me,“ he said.
T Sankar, who works in a small company in Madurai, sa id he had received his salary of Rs 5,000 at 8 pm on Tuesday , and that was all the money he had. Now, he has to wait till Friday to get the money changed into Rs 100 notes. “I don't know how I can buy things for tomorrow's food,“ said Sankar, who does not have an ATM card. Jayshree Darbar, a housemaid from Ahmedabad, was in tears, saying: “I had got Rs 10,000 as Diwali bonus. Where will I go in the night to get it deposited in bank? All is lost.“
“There would be complete chaos in the market in the next few weeks. People have already started coming to me with Rs 500 notes while buying petty items to get rid of those notes,“ said Saroj Kumar, a shopkeeper in Patna. Terming the move as “Tughlaqi farman“ (Tughlaq-like order), S Shamsad, a businessman, said: “Putting a tab on black money is a good move but it should not have been so sudden. Poor and middle class people are going to be worst affected.“
However, some people hailed the move saying it would flush out black money from the system. “For those questioning Modi's inaction on black money , this is a masterstroke. The government, however, should ensure there are enough Rs 100 and Rs 50 notes to avoid any inconvenience to people,“ said Sajjan Raj Mehta, former president, Karnataka Hosiery & Garment Association.
